Powering Aleppo's Comeback

How ICC Energy designed, built, and energized a major 400/230 kV transmission substation to help bring Aleppo's grid back online.

On a stretch of land outside Aleppo, three towering power transformers now hum quietly around the clock, moving electricity from the national grid into homes, hospitals, and workshops across the governorate. It's easy to miss just how much stood behind that hum: two years of design work, procurement, and construction that turned an empty award letter into one of Syria's key transmission assets.

In June 2019, the Ministry of Electricity's Public Establishment for Electricity Transmission and Distribution awarded ICC Energy DWC-LLC the contract to design and build a new 400/230 kV transformation substation in Aleppo Governorate — a project valued at roughly 30.26 billion Syrian Pounds, or about $58.8 million. The brief was straightforward in words and formidable in scope: engineer it, build it, test it, and hand over a substation ready to carry serious load.

From Award to Energization

The team moved through the full lifecycle of an EPC substation project — engineering and topographic surveys, procurement of high-voltage equipment, civil works, and finally testing and commissioning. A little over two years after breaking ground, the substation was energized and formally handed over to the Ministry of Electricity.

What Went Into It

At its core, the substation steps power down from 400 kV to 230 kV, using high-voltage switchgear, protection systems, and a SCADA platform to keep everything monitored and controllable in real time.

The Ministry of Electricity issued its official Project Completion Certificate in September 2021, confirming the substation had passed all required tests and was operating efficiently within the national grid — a milestone that reflects ICC Energy's capability to deliver complex, high-voltage infrastructure in demanding environments.
